Departments in the Organisation 

The local authority comprises of six departments which include Administration and Human Resources, Conservation and Natural Resources, Roads, Works and Planning, Audit, Social Services and Finance Department. The departments are briefly discussed below.

Administration Department

This department coordinates the implementation of activities in all the departments.  It also ensures that there are sound policies which ensure efficient management of council assets including vehicles and equipment. The department manages all council meetings and ensures timeous production of all council meeting minutes and their distribution thereof. It also administers the tender process and ensures that all assets are purchased and disposed according to stipulated procedure.  The Administration department also covers the following areas; Inventory/stores management, procurement of supplies, asset management, meetings management, vehicle management, strategic planning and tender processing. 

Human Resources Department

This Department ensures that the human resources requirements of the Council are identified and make plans to recruit the right personnel.  The human resources department advises other Heads of Departments, the CEO and Council on the formation of sound Human Resources policies and procedures on the following areas;

  • Recruitment and selection
  • Training and development of staff
  • Payroll administration
  • Administration and discipline
  • Grievance handling
  • Staff welfare management
  • Staff motivation
  • Policy formulation
  • Health & Safety
  • Human Resources Planning
  • Compensation
  • Human Resources Administration.

Finance Department

The department has experienced personnel who deal with finances of the organization. The department has a very sharp eye and makes it a point that that all the systems are adhered to before any transactions is made. The department approves all finance expenditure and is responsible for the preparation of the yearly budget, financial statements.  The following areas are also covered by the Finance Department;

  • Finance Procedures and Policies
  • Receipting and banking
  • Preparation of Financial Statements
  • Bank Reconciliation
  • Preparation of cash summaries

Roads, Works and Planning Department

The department of Roads ensures good road network within the district that connects wards to wards and village to village. The department also engages the community in liaison or partnership with other government and NGOs in road rehabilitation activities. This department is tirelessly working with stands allocation and provision of business and commercial stands. It is also responsible for road rehabilitation, road network construction and maintenance, land use and lease processing. The sources of funds for this department are a grant from ZINARA for roads construction and maintenance, service charges, development permits, PSIP grant for capital projects (although these have not been received during the past 8 years), lease and liquor licences processing, unit taxes, pegging fees among others.

Conservation Department

Conservation Department deals with Management of Natural Resources and Problem Animal Control.  The jurisdiction area of Mangwe RDC is composed of variety of flora and fauna. This department encompasses the activities that are the chief cornerstone of the organization among includes mining, hunting and fishing. There are 3 concession areas namely Upper Marula, middle Marula and Lower Marula.  Hunting activities are trophy hunting which is one of the major foreign currency earners. Three Fishing cooperatives are in operational i.e. Mangwe, Mhlanga and Shashani dams.

Social Services Department

The Social Services department deals with the social welfare of the people. The department sees to the provisions of basic services like health care, water and sanitation, education, livelihoods support systems. The council is responsible for provision of stationary, detergents and refreshments to its clinics as well as maintenance of the clinic infrastructure, which the department handles in conjunction with the roads department. In so doing, the council relies mostly on a government support grant for its health matters. For the education function, the Council deals mostly with infrastructure development and capacity building of schools, (staff, SDCs, etc).  The department also gets its income from the water and sanitation national programme grant from UNICEF, school levies, beer hall rentals as well as contributions from other departments.

This department ensures provision of efficient and effective education and health delivery in district within Council education and health facilities.  This department has the people of Mangwe at heart as it also facilitates the provision of basic social services such as access to clean water, sanitation and recreational facilities.

Audit Department

There is also a department which was introduced in 2014, the Audit department.  This department works hand in hand with the Audit Committee and it looks at the systems in the organisation, controls of the Organisation, and compliance issues. Internal Auditing is an independent and objective assurance and consulting activity that is guided by a philosophy of adding value to improve the operations of Mangwe RDC.  It assists the council in accomplishing its objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of the organizations’ risk management, control and governance processes. It is an independent function and assists management by reviewing, assessing and helping to improve internal control system. It undertakes reviews of individual systems and processes and as a result recommendation are made to the relevant accounting officer on how internal controls can be improved.
